The Executive Council membership shall be made up of representatives of the following organizations as called for in Curry County Ordinance #02-01 and City of Clovis Ordinance #1706-2002.
- One member of the Clovis City Commission: Megan Palla
- One member of the Curry County Commission: Dusty Leatherwood
- A representative of Cannon Air Force Base
- The Emergency Management Director who shall served as chairman: Ruthann Kelly, Interim
- The Clovis Chief of Police, or his designee
- The Clovis Fire Chief, or his designee: Deputy Chief Fay Craigmile
- The City of Clovis Safety Officer
- A representative of the media (newspaper, radio, TV)
- A representative of the American Red Cross
- The City of Clovis Public Works Director, or his designee
- The Curry County Sheriff, or his designee
- A representative of the local unit of the NM National Guard
- A representative of the Burlington Northern Santa Fe (BNSF) Railway Co
- A representative of the local office of the NM State Police
- A representative of Plains Regional Medical Center: Ken De Los Santos
- A representative of the local utilities (gas, water, electric, etc.)
- A representative of the local amateur radio operator’s organization
- A member of the general public
- A member of the general public
