Ruthann Kelly, Emergency Management Director
Ruthann started with the City as the Secretary for the Special Operations Unit at the Clovis Police Department in 2004. Ruthann transferred to Emergency Management in 2014. Ruthann completed the National Emergency Management Basic Academy in 2015. Ruthann manages the grants and the social media channels for Emergency Management. Ruthann has a Bachelors of Fine Arts from Eastern New Mexico University. Ruthann has lived in Clovis for over 30 years and enjoys serving her community.
